This can be found under the craft furniture menu within the craft woodworking menu

on the woodworking workbench.

Must have a handiness skill of 6 or higher.

It has optional ingredients of 6 Maple Wood Pieces, 2 Glue and 1 Nails/Screws. 

(If you don't have the plant, the 6 Maple Wood Pieces will not show up in the game).

Having the ingredients reduces the cost to make this recipe.

If you have the Cottage Living Expansion Pack,

this recipe will require its ingredients with the Simple Living lot challenge active.
